This website is run by Kirk Smeaton Parish Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances and exemptions listed below.

None Accessible Content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

Some images do not have a text alternative, so people using a screen reader cannot access the information. This fails WCAG 2.1 success criterion 1.1.1 (non-text content). Images affected in this way are scanned versions of original paperwork. Kirk Smeaton Parish Council does not hold these documents in an original electronic format and therefore is unable to make them compliant.

Some images and applications are links to third party software which is non-compliant. Kirk Smeaton Parish Council has no access or rights to update these applications.

 

Disproportionate burden

Navigation and accessing information

There’s no way to skip the repeated content in the page header (for example, a ‘skip to main content’ option).

 

It’s not always possible to change the device orientation from horizontal to vertical without making it more difficult to view the content.

 

It’s not possible for users to change text size up to 300% without some of the content overlapping.

Interactive tools and transactions

Some of our interactive forms are difficult to navigate using a keyboard. For example, because some form controls are missing a ‘label’ tag. Our forms are built and hosted through third party software which we are unable to alter.

PDF Documents

Many of our documents, particularly agendas and minutes are in PDF format. These have been successfully sample tested using Adobe's built in text reader. However, they do not have a properly tagged structure and as a result may not be intuitive or straight forward to follow using screen or text reading software.

We’ve assessed the cost of fixing the issues with navigation and accessing information, and with interactive tools, transactions and PDF's. Bearing in mind the size, budget and resources available to Kirk Smeaton Parish Council versus the low volume of web traffic the website routinely receives we believe that fixing these issues would be a disproportionate burden within the meaning of the accessibility regulations. 

 

Content that’s not within the scope of the accessibility regulations

PDF's and other documents

A number of our documents such as agendas and minutes are published in PDF or Word (docx) format.

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix meeting agendas and minutes but will consider requests to provide them in alternative formats.

 

What we’re doing to improve accessibility

Kirk Smeaton Parish Council will annually review its website content and accessibility statement for compliance. This will include a review of the technologies available and cost of making non-compliant elements of the website more accessible.

 

Preparation of this accessibility statement

This statement was prepared on 23 September 2020. It was last reviewed on 23 September 2020.

This website was last tested on 25 August 2020. The test was carried out by Kirk Smeaton Parish Council.

We used this approach to deciding on a sample of pages to test - Owing to the relatively low number of web pages on the site all HTML pages were reviewed and tested. Where a web page contains links to PDF documents, one link per page was chosen at random to be tested.
